Download panel (doorhanger) covers the other application window. And the panel is not going to disappear when I click the other application window

And the panel is not going to disappear when I click the 7-zip window Expected Results: Download panel should not do that.

I have a similar problem. The download panel covers other applications (I can't find the steps to reproduce this, but looks like it happens when I download really small files, like torrents). But if I click somewhere, the panel disappears.
