The user cannot disable the Bookmarks toolbar after moving it to a custom location

STR:
1. Launch Firefox with a fresh profile.
2. Go to View->Toolbars->Customize.
3. Move the Bookmarks toolbar to a custom location, then click the "Done" button.

The user did not enable the Bookmarks toolbar yet but it is displayed in the custom location. In the View->Toolbars menu, the Bookmarks Toolbar it's not checked althou it's open. 

When the user clicks the "Bookmarks Toolbar" option in the View->Toolbars menu, it gets displayed as enabled in the menu and a new empty toolbar is opened under the URL bar. When the user clicks the same option again, the toolbar gets displayed as disabled in the menu and the empty toolbar disappears. The Bookmarks toolbar is still enabled though.
When the user enabled the Bookmarks toolbar before step 2, 

after he clicks the Done button: 
 - in the View->Toolbars menu, the Bookmarks Toolbar it's marked as enabled
 - the Bookmarks toolbar is displayed fine in the custom location the user chose
 - an empty bar is displayed in the default location of the Bookmarks toolbar(under the URL bar)

when the user clicks the "Bookmarks Toolbar" option in the View->Toolbars menu:
 - in the View->Toolbars menu, the Bookmarks Toolbar it's marked as disabled
 - the Bookmarks toolbar is still displayed fine in the custom location the user chose
 - the empty bar disappears.
