If we do not support packaged untrusted apps, then some application developers may make their apps trusted just to get the packaging support. (This is the law of unintended consequences at work.) We don't want application developers to request that their application be trusted unless they require trusted permissions. They may do this if, for example, an app store has a policy where the app store will deliver packaged apps directly to users, but won't deliver unpackaged apps directly to users (because this offloads delivery of the app to the app store).
