Currently, the tab bar stays open after you click the "new tab" button. After the user opens a new tab, they're going to try to type a URL in. They're not going to open multiple empty tabs at once. Thus, after opening a new tab, the context UI should collapse to only show the URL bar (and maybe the app bar?) at most.
