775584 - [bedrock] Need an alternate, non dynamic version of the home page for localization

The home page is more and more focused on dynamically agregating news feeds in English, the very nature of these external feeds means that the page can't be translated, it will always be a mix of languages.

We need an alternate simplified template of the home page for localization of this page into our 90+ locales. A simplified easy to translate page would already be a major improvement over the current situation.

We can later evaluate our possibilities or dynamisation of the home page for some of the key locales which may have similar news feeds official (for example the European Press blogs were just opened) or from the community maybe.
