User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:14.0) Gecko/20100101 Firefox/14.0.1
Build ID: 20120713134347
Steps to reproduce:
First of all, I apologize that my Firefox version is in Romanian.
So, I disabled the navigation toolbar and moved everything it contains on the same bar as the Firefox button ( as seen in the AFTER section of the photo I've provided).
Actual results:
Now with the navigation toolbar disabled, whenever I open a new tab I only see the close "X" button on the tab I'm currently on. The close "X" button is missing on the tabs I'm not currently on.
Expected results:
The close "X" buttons must have appeared on all tabs.

Please try to set browser.tabs.tabClipWidth to small value in about:config and then restart browser.
It's probably because the tabs are too narrow.
You can produce the same result in the 'before' case if you keep opening lots of new tabs. Eventually the close buttons will disappear except for the one on the current tab.
