I did find it in about:config but filing this to add it to the preferences dialog. Actual results: Couldn't find it in the preferences window under "Content". Expected results: There should have been a checkbox in the preferences window under "Content".

Can we get signoff from the UX team to add the following preference to the Preferences->Content pane? > [x] Block popups windows > [x] Load images automatically > [x] Enable JavaScript >+ [x] Load plugins automatically Also, what should the ordering of these preferences be? It would probably be good to move the two "Load ..." preferences next to each other (at least for visual sakes). We could also alphabetize the list, but that is a pretty arbitrary ordering. I can't think of a better (and more intuitive) ordering than alphabetical though.

Two quick comments: 1) If we feel that CTP is sufficiently robust that it's ready for wider user testing, then I'm ok with exposing this as a checkbox somewhere. [Conversely, if it's not then we shouldn't.] 2) Ultimately I suspect this should be a thing in addons-manager, so that plugins can be enabled / disabled / CTP. May require some other changes to that UI to handle tasks like "CTP all plugins" and per-site settings (eg disable Flash everywhere except make it CTP on youtube).

About the order, one idea is to order them by how many user actually change the preferences, and put the mostly changed one on top. But I don't know how big is the frequency difference and the data we have now is not that accurate anyway. so grouping them by the verb is fine with me. and I don't think we should do alphabetical ordering either... One comment on Dolske's second point, I'm not sure whether we should allow per-pluging CTP but if we do, we should probably avoid the term "Click to play" and change it to something easier for users to understand.
I agree with dolske that this should be a per-plugin pref (see also bug 820054). A single checkbox would be confusing and limiting, especially once we change the default to be "click-to-play everything other than Flash": https://blog.mozilla.org/security/2013/01/29/putting-users-in-control-of-plugins/
Indeed, I don't want to expose this as a simple pref. This will be exposed via bug 549697.
