I've seen this happen a few times during passed week on Win2K can't say there are any particular steps to reproduce it. it's not flashing, more like jerking. On every keystroke page scrolls so that the textbox you are typing it in is the very first thing you see at the top of the window. If it is already the very first, screen seems to very quickly shift and then scroll back to it. When it happens, it affects every textbox entry element on the page, and I think the only way to fix it is to reload the page.

I am on win98se and it happend a few times. The screen just started to jump around, twitch, and flash when I typed. When the screen went nuts all of the scroll boxes started to act funny too.

Alexey's description sounds exactly like bug 73725. Probably other people are seeing the same thing, but "flashing" definitely isn't what I see (I see what Alexey describes).
