A tracking bug for pages where we over-invalidate. Testing can be done using 'nglayout.debug.paint_flashing' or the debug ext.

Track bug should:
1) Have reduce testcase
2) Note if it work on trunk, with DLBI or with neither.
3) Ideally when possible the testcase should be landed.
