Details

Looking at the URL mentioned should tell you what's wrong. The "data" style URI protocol doesn't work correctly, and throws exceptions and kills the stream, not rendering the Base64 encoded PNG correctly. (all of the objects should display the same image of two Kanji/Kanxi) For comparison, Netscape Navigator 4 does understand data URI in IMG tags.
