In order to move this to c++ we need to break as many dependencies on the rest of the java code as possible, keeping only the core pan/zoom logic in PanZoomControllerImpl.
This is not actually true with the new plan. The existing dependencies out of PZC can stay as-is; we'll just need to make sure the APZC code has equivalent codepaths to do the desired things.
