The new IA comes with a shiny new home page. This bug covers the following: * Create a new view and template for the new home page. * It should live at the url: /<locale>/new-home (later on we should move it to just be at /<locale>/ but that might cause trouble while we are supporting the old home page and the new one at the same time) * It should be behind a waffle flag called 'ia-enabled'. * For now, it only shows to users if: ** They have 'ia-enabled' flag on ** They are in the 'en-US' locale * If the conditions above are true, the user should be redirected from /<locale>/ and /<locale>/home over to /<locale>/new-home * If the user lands in /<locale>/new-home and the conditions above are false, redirect them over to /<locale>/home * The page should have the following sections: ** Help Topics -> renders out the first 6 topics ** Hot Topics -> just leave a placeholder and we'll implement in another bug ** Products and Services -> renders out the products we have defined in the products table ** Mozilla News -> just leave a placeholder and we'll implement in another bug This bug does NOT cover: * Styling the page * Implementing Hot Topics * Implementing Mozilla News See bug 762255 for the latest design

This has a product picker, topic picker and a few more sections that will just be placeholders for now. => 1pt
