77820 - combine helper app and downloading ui test info?

since helper apps and downloading ui are kinda intertwined, why not combine 'em
from a testing perspective?

would involve:

1. pull out the stuff from the xp apps: gui test plan and test cases pages.
2. merge what i have in
http://www.mozilla.org/quality/browser/front-end/testcases/xpapps-gui/download.html
into the new test outline page.

end result would be two pages [following the current browser/front-end doc
scheme], one for the plan and one for the test outline.
