778708 - Move the Mozilla Messaging/ispdb component to the Webtools product and close Mozilla Messaging to new bugs

Mozilla Messaging is no longer an active entity, we should close it down in bugzilla to new bugs, this has been agreed/notified to the relevant folks.

Please can you:

- Move the "ispdb" component from the "Mozilla Messaging" product to "Webtools"
- Close "Mozilla Messaging" to new bugs (and whatever else is appropriate to close it off, but archive it).

I'd appreciate to have 2 components, though: One for the ISPDB server software written in Python (these are software development bugs), and one for ISPDB database entry request (these are process/review bugs). Most of the latter have "[config] or "[autoconfig]" in summary and/or whiteboard, but I can also do the split manually.

Can you provide some information about the twn new components needed to be added to the Webtools product? Here is what we are looking for:

Once we have the new components in place, I can move this over to IT to run the needed scripts to migrate the bugs from the old product to the new component. Then we can work on do a mass-edit to move the bugs with the summary/whiteboard entries to the other component as well.
