element width set by 'em' does not change with font size

Details
the width of a <div> element, set by 'em' measurement, does not change when the
user clicks the 'cntl-' (Make smaller) or 'cntl=' (Make bigger).
The width of the <div> does follow the user's font settings in preferences.

The actual issue is that the size of an "em" is not updated when Ctrl-+ and ctrl-
- are used.
