Splitting this off from bug 765993 since we can't currently debug workers with the debugger api so this a) can't be tested yet, and b) isn't particularly useful yet anyways.

I have a patch for the platform part of this which I'll attach, but so far I haven't thought of a good way to test it. See also bug 1368680.
