Add Privacy/Security pref group to base code

Details
The PSM 2.0 module currently adds an additional preference group to hold prefs
related to security. There are other components in the browser that also are
security or privacy related. These preferences should be grouped together. To
accomplish this the 'Privacy/Security' group will be moved from the PSM module
(currently an overlay) into the base code.
The top-level tree item ("Privacy/Security") will have content in the right
panel that allows the user to reset the security preferences. In addition, PSM
will add content to this panel that allows invoking the certificate and device
managers.
Sub-items will be added by PSM, including SSL settings.
The following items from the Advanced menu will also be moved to the new group:
+ Cookies + Images + Forms + Passwords
