With click_to_play set false, FlashBlock on - The video will display the circle F and clicking the circle F will start the video.
With click_to_play set false, FlashBlock Off the video will play
With click_to_play set true, FlashBlock on or off the the video will display "Click to activate plugin". Video does not ever start.
Actual results:
Video did not start
Expected results:
Video should play
Just discovered the pointer/finger changes on the test "Click to activate plugin". Clicking the text will NOT start the video.
If you click the camera it will start the video but the pointer is not a finger - just the standard arrowhead pointer.

The issue with clicking the text not working is fixed with bug 779662 (which is inbound, and will hopefully land on central tomorrow).
Other than that, it's not clear to me what the bug is - is the issue that you have to click twice? (once for flashblock and once more for click-to-play) Or, even if you click twice (not on the text), does it still not work?

Sorry if I mislead anyone. Your questions is accurate but I dont feel that it is a bug. Clicking the circle F and then click_to_play should not be combined. Each serves its own function and is controllable by the user. We can turn off Flashblock or set click_to_play false. Then each operation works as it should.
If the text or camera will launch Flash lands tomorrow this can be marked fixed.
