The page at

    http://www.ssa.gov/survivorplan/ifyou.htm

won't render at all under a 0.9 branch build, a recent trunk build, or 0.8.1. 
It renders fine in Netscape.  The Validator at w3.org doesn't find anything too
severe wrong with it.

Steps to Reproduce:
1.Visit http://www.ssa.gov/survivorplan/ifyou.htm

Actual Results:  Completely blank page

Expected Results:  Properly rendered page

gets removed in the head element.

tested on win98 , changing OS to all, over to parser

might be an invalid bug...
