bug was forgotten
Expected results:
for all bugs which are still open after 1 year since submitting, reminder would be posted as comment e.g.
This bug celebrated today 1st / 2nd / 3rd /... anniversary. Congratulations!

another possibility: adding reminder comments to open bugs, which weren't modified last year

Spamming all bugs with a comment won't help and will conflict with the real activity of a bug (all bugs will appear as being touched in the last X months despite it was just a reminder). We have a whining system for that, or installations which are interested in this feature can write their own extension.
