Sometimes I know I want to download it. Becuse of various reasons, like pdfjs can only search in pages that are already rendered, or the PDF is large and slows the browser down.
Right click > Save as, might be an option (though not quite as efficient), but its often NOT available. For example if flash opens a PDF file or there is no direct access to the location.
I'm ambivalent whether it would work better with a popup dialog. Or as an option to load/download on the PDF page. Maybe that could be optional too.

There is a toolbar button, second from the end, with the "Download" tooltip. Does this button work as expected?

As Yury mentioned there is a download button.

I don't think there was a download button when I reported it. But one what I missed most was simple way to open it with the system default application. Similar to the download dialog where the topmost option is "Open".
Also when I press ctrl+s firefox downloads a useless HTML file instead of the pdf, which I remember as the case at the time I reported this.
