Steps to reproduce:
- Create a new Firefox profile.
- Browse to a few pages.
- Go to Edit > Preferences > Privacy, and select "Never remember history".
- Close Firefox, then re-open.

Expected outcome:
- New tab grid is blank, with no known sites.

Actual outcome:
- New tab grid includes titles and thumbnails of pages previously visited.
To clear the tab thumbnails, you need to explicitly clear your history. "Never remember history" doesn't clear existing history, it just stops Firefox from saving more (see bug 513421). This matches the behavior of e.g. the history sidebar.
