Steps to reproduce:
I noticed graphical glitches when rendering a html table element with the tbody element contains no rows.
Actual results:
Most of the borders are not visible. I have provided a short example file that illustrates the problem. Uncomment the <tr></tr> inside the tbody to fix the problem.
Expected results:
The borders should have been visible on both the cells in the thead and in the tfoot despite the tbody being empty.

Yes. It most certainly looks to be the same issue.
