after closing browser window file:new navigator window command doesn't work

after closing browser window, file:new navigator window command does not create
a new browser window also the bookmarks menu says "Blank menu item and Blank
Menu" instead of listing bookmarks. can only bring up a new navigator window by
going to tasks menu and choosing Navigator
Reproducible: Always
Steps to Reproduce:
1. close the only browser window remaining open
2. attempt to create a new browser window using the file:new navigator window
command
3. new navigator window is not created using the file command must go to tasks
menu and choose Navigator command
Actual Results: can't create new navigator window
can't select bookmarks
Expected Results: new navigator window should appear
bookmarks should be accesable when no browser window is open
