window.location.replace('#anchor') does not work in Scratchpad.
However, it works if executed in WebConsole.

Steps To Reproduce:
 1. Open forums.mozillazine.org/viewtopic.php?f=23&t=2518013&p=12213191
 2. Open Tools – Web Developer – Scratchpad (Shgt+F4)
 3. Paste and Run the following
      window.location.replace('#p12213191');

Actual Results:
  Exception: Component returned failure code: 0x80004005 (NS_ERROR_FAILURE) [nsIDOMLocation.replace]

Expected Results:
  Page Scroll to the anchor.
