Details

When the panel icon is visible, click it several times rapidly to open and close it. After a few clicks, it won't open anymore. It will not open from Ctrl-J or from the main menu either,

Really? I can reproduce it without fail anytime. Just keep clicking for a while. It never takes longer than a few seconds.

I've encountered the issue in real use as well, so it's not that extreme.
I had to click it faster than a triple click, like trying to do a quintuple click, for about 10 seconds and then the thing happened.

But how can you reproduce it in a real use scenario. No one would click it so fast that I intentionally did to test it out.
The time it takes for it to become unresponsive seems to vary, and it seems like it takes shorter when you've used the panel for a while. I've had it lock up after just clicking on it an extra time accidentally.
Seems so. I just restarted my browser, and have been trying the click thingy for last 1 minute. But still it works.
Tried automating this to check how much or little it can take. Triple-click -> wait half a second -> triple click was enough for instance. I think impatient users will definitely see this issue "live".

David can you still reproduce this issue on FF 20.b1 or on Latest Nightly 22.0a1 ? I was not able to reproduce this anymore.

Yes, I could reproduce it on Windows, but not on Ubuntu using latest Nightly.
