785197 - location bar doubles up characters when editing a URL with %23 in it

I have a bookmark with keyword 'mbug' and location https://bugzilla.mozilla.org/show_bug.cgi?id=%s

If I type
 mbug 123456#c10
it sends me to
 https://bugzilla.mozilla.org/show_bug.cgi?id=123456%23c10
if I then edit that to replace %23 with #, things look fine.  When I hit enter, the location bar changes to
 https://bubugzilla.mozilla.org/show_bug.cgi?id=123456#c10

This is reproducible, and it always inserts exactly "bu", no more, no less.  This occurs in a new profile.  I couldn't reproduce this with domain "buildbot.net", but I didn't try any others.
