Please don't implement it as in the browser though, there's a bug somewhere about making that UI in particular better.

cc:mail and Lotus mail did. Outlook lets you "Add or Remove Buttons" on the toolbar.
Eudora lets you hold down a modifier key and drag buttons off the toolbar or rearrange..if you want them back you have to go to prefs

The original bug in comment 1 was fixed long ago. Making this depend on bug 413385 where customizable toolbars for MailNews is currently being worked on.
