Please don't implement it as in the browser though, there's a bug somewhere
about making that UI in particular better.

What other e-mail apps offer customizable toolbars (customizable as in
adding/removing/moving buttons)?
Depends on: 15144
cc:mail and Lotus mail did.  Outlook lets you "Add or Remove Buttons" on the 
toolbar.
Eudora lets you hold down a modifier key and drag buttons off the toolbar or 
rearrange..if you want them back you have to go to prefs

Pegasus Mail does.  Gnus of course.  

However, wouldn't bug 15144 cover this same functionality
but in a more general way, and isn't it therefore the
preferable way to approach the matter?

The original bug in comment 1 was fixed long ago. Making this depend on bug 413385 where customizable toolbars for MailNews is currently being worked on.
