Steps to reproduce:

With the landing of bug 728106 only the first notification seem to create an alert or banner. All following notifications silently appear in the Notification Center. The only way to see if a notification has occurred is to open the NC.

Yeah, the OS chooses whether or not to show the alert that Firefox submits and it generally won't show if Firefox is the active application. This is by design.

This makes the nsIAlertsService pretty useless on 10.8, though. Users will be oblivious to any notifications sent using it unless they open the Notification Center.
Apple disagrees, and following Apple's system is the right thing to do here in terms of system integration. The notification system is not there to replace the functionality of primary UI in the application - if you're staring at the app you shouldn't need notifications.

I agree. Should I file bugs to add in-browser UI for things that are currently only communicated via notifications, like "Update available"?
