Tracking-esr17 should give options to track for 17+ through to 24+ 
Status-esr17 should have the usual affected, fixed, etc... like the others.

Should we hold on this until early 2013 when 17 is released? Until then, we'll just want to use the normal 17 tracking/status flags so I think this may just confuse people.
I do not yet see a tracking-firefox-esr17 or status-firefox-esr17. Did you mean tracking-firefox-esr10 and status-firefox-esr10?

We'll want to create tracking-firefox-esr17 and status-firefox-esr17, but on 10/8 when Firefox 17 is on beta. Thanks!
