The preference to disable the Downloads Panel should be enabled by default in
the Aurora channel, and the Downloads button should not be in the default set
for the navigation bar.

This should block the first Aurora build.

Verified that the preference (browser.download.useToolkitUI) to disable the Downloads Panel  is enabled by default, that the Downloads button is not present
in the navigation bar and that downloads are done using the old Download Manager.

Verified as fixed on Windows XP, Windows 7, Ubuntu 12.04 and Mac OS X 10.7:
