STR: 1. Turn on nglayout.debug.paint_flashing pref. 2. Download a file that takes a non-trivial amount of time to download 3. Watch the whole browser repaint continuously.
we surely update the progress bar and the counter on top of it, not sure why that should cause the whole browser to repaint rather than just the button. Moving to Firefox, though I wonder if it shouldn't rather be moved to layout for investigation...

I just tried on win7 x64, and I don't see any repaints out of the indicator area in the button... I tried downloading the 5MB test file from http://www.thinkbroadband.com/download/
is there any specific site where this happens, or did you file the bug from a different platform? HWA?

this is an old bug that had something to do with newtab page at the time
