On this page:

(or any other subpages in the Markerplace Developers section) if I click on "Submit an App", it does not pop a box to Mozilla Persona and the page is not formatted correctly.

See attached screenshot after a click the "submit an app" on the top of the page. Clicking the submit an app button on the Marketplace Developers homepage works fine.

I'm running Firefox 14. (haven't updated yet)

Also, Jen, clicking on "Developers" does not lead to /developers/: http://cl.ly/image/100b2x0g2f3o

Yep that is intentional - 'developers' goes to the first article on 'Get Started' - we decided to remove the landing page for now.

There's not a throbber anymore next to "Submit an App" when you click it (there previously was), but Krupa will file that separately.
