Details

Certain sets of operations like installing a restartless addon, then uninstalling it before the next restart is essentially a no-op that shouldn't require triggering anything on the next restart (via PREF_PENDING_OPERATIONS). I may just be enough to fix bug 786858 - need to investigate further.
