Steps to reproduce:

1. Create a local HTML file, for example, C:\TEMP\index.htm
2. Open it in Firefox, Ctrl+O -> file:///C:/TEMP/index.htm
3. Bookmark this file, for example, to Unsorted Bookmarks.
4. Open the New Tab page and the Library, then drag this bookmarked link somewhere on the page.


Actual results:

Local file is opened as a usual HTML file on the current tab.


Expected results:

A new thumbnail with link to this file should be created on the New Page tab.

Workaround for step 3: Drag the identity button from the URL bar to the New Tab page and drop it on a thumbnail spot.

In my case, local file cannot be added to New Tab in any way, in other words, workaround does not work. I noticed some details which can help:
When we try to add the "normal" URL as a thumbnail (tile) to New Tab by dragging its icon from left from URL, before the mouse button is released, the existing tiles move away from the cursor freeing the field when the new tile may be created. As a result, we drop the object dragged with mouse on the empty rectangle. In the case of local file, this moving of tiles away from cursor does not have a place. I suppose that New Tab logics counts the local object dragged with cursor as a different type of object.
However, if we use the same drag-and-drop technics to the menu on the Bookmarks toolbar, the result is similar: whether the mouse drags the "normal" URL or the link to local file, before release of mouse button, the horizontal (or vertical at first level) dash shows the place where the bookmark will be placed, and the right bookmark is created upon release of button. So, for the bookmark menu the dragged local file and Internet URL are processed in the same way.

While this was filed before 901586 the newer bug has better discussion. The new tab page is privileged content which means file uris are dangerous.
