Sometimes the doom list gets an entry added to it which is never removed until browser shutdown. That bug is skewing the telemetry data for how much the cache corruption reduction plan would help.
This bug is to remove that check temporarily so that we can get valid telemetry data. The doom list entry bug will be fixed independently in another bug.
