If your app is free and you are accepting in-app payments, then you will still need to set up a bluevia account. If you set "Free with in-app" the "Use payment account" and "Add account" is greyed out. 

In this case perhaps it should still allow people to add an account, i.e. onboard with bluevia. For v1 we don't actually need any data from it since the marketplace isn't involved at all, but a user still needs to have a blue via account.
