Right-clicking does not always bring up context menu. If you right-click a link,
the menu will open the first time but not the next time. However, if you click
through several links, right-clicking will work again momentarily. 

Reproducible: every time
Steps to Reproduce:
1.right-click a link and select open link in new window. 
2.Close new window and right-click again, menu will not pop up.

or
1. right-click, menu opens, click elsewhere to close menu
2. right-click again, menu will not open


Actual Results:  pop up menu does not open consistently 

Expected Results:  right-click context menu should pop up
