Hopefully including them wouldn't cause them to be shipped in the xpi if not modified by the user.

Erik, I think it maybe little too much for the default as we were sort of promising that add-on authors would not have to write localization files in order to make add-on's realizable. Maybe adding an optional argument like --l10n or a separate command for this is better option ?

using --l10n sounds fine to me.
