79191 - toplevel Bookmarks menu shows only 'Blank Menu Item' w/no open windows

Overview Description: 
  This bug only manifests itself on the Mac thanks to the persistent toplevel menu. With no open windows selecting the 
bookmarks menu only reveals many disabled "Blank Menu Item" menuitems.

Steps to Reproduce: 
1) Close all open windows
2) Select Bookmarks menu

Actual Results: 
	disabled text "Blank Menu Item" is repeated over and over in the menu, possibly as many times as i have bookmarks but 
I'm not sure.

Expected Results: 
	I expect to see all of my bookmarks in all of their pride and glory as long as the app is running and i have a boolmariks 
menu available and enabled.

This bug does not appear to be relevant on Windows or Linux, unless there are hidden repercussions.

fairly certain this is a consequence of bug 74499, but the BM menu behaves extra poorly
compared to the other menus, so ther eis something specific/extra going on here.
