This language needs some or all of its l10n files to be upgraded to the MPL 2 licence. The current status in the aurora repo http://hg.mozilla.org/releases/l10n/mozilla-aurora/ is:

I have a script which can do the relicensing automatically. Please find a patch attached. Please review it and commit it as soon as possible. (The aim is to have the relicensing finished by the end of September.) If there are any problems, please let me know.

While you say that there are 25 files without MPL2 licence why does not the patch include every of these files?
Second point is that kk no longer ships yandex.xml and licence was added to wikipedia.xml as a part of code review to delete yandex.xml.

Questions not addressed:

Stat says there are 25 files without MPL2 licence, but the path only patches 14 of them. Where are the left?
Second, are there plans to prepare the same patches for beta and central trees?

There are some which the script is not able to add licenses to automatically. If you want to do it by hand, that's fine :-)

Not for beta, no. I can prepare one for central if you like. Different groups have different workflows; some groups don't need a separate patch for central.
