Steps to reproduce:

I recently added a Linux machine to my sync account and as a result found that my default bookmarks were deleted. I deleted them and they've not returned. But it would be best if users didn't have to deal with this.

'Duplication' of this sort only occurs if the bookmarks are actually different: different URI, different query, or different title. It'll occur if you're adding a device that changes the default bookmarks, compared to the defaults when you created the other profile.
