When we initialize StartUI, this triggers the initialization of BookmarksStartView, HistoryStartView, and DownloadsStartView, all of which load in their data immediately. This is a big hit to startup perf. We should delay the initialization of these modules until they are needed by the view.

After discussion in irc, there isn't anything to be done to get this now, and bug 831916 will most likely make this even better. The consensus was to close this bug.
