Details

Problem: When setting up Sync on another device that has "Clear history when Firefox closes", initial Sync passes, but upon closing/reopening the browser, you'll need to setup Sync again. Steps to reproduce: Ensure that under Preferences -> Privacy -> History -> Firefox will: Use custom settings for history, the box is checked for "Clear history when Firefox closes" 1. Setup Firefox Sync through "Set up Sync..." 2. Click "I have an account" and enter your Services account credentials + recovery key 3. Watch the first Sync complete successfully 4. Close Firefox browser 5. Reopen Firefox browser and attempt to "Sync Now", only to find that you'll need to "Set up Sync" all over again. In order to fix this issue, you must disable/uncheck "Clear history when Firefox closes" to prevent having to setup Sync all over again.

In Settings... for "Clear history when Firefox closes" -> Data is Passwords checked or unchecked? Also is your Preferences -> Security -> Passwords -> Remember Passwords for Sites checked or unchecked?
If the former is checked and/or the later is unchecked, that would be bug 553400
