If remove a web app from the list of active processes, then try to re-launch it - splashscreen loads, but content occasionally does not load

Steps:
1. Install and launch a web app
2. Go back to the android homescreen
3. Pull up the list of processes running
4. Kill the process (remove from list on a galaxy nexus)
5. Re-launch the app
Expected:
The splashscreen should start, followed by the app content loading.
Actual:
Occasionally, I've seen the splashscreen load up, but the app content never loads. This does not always happen, but I've managed to reproduce this behavior a couple of times.

I haven't been able to reproduce this. I split off a separate, similar problem in bug 794245.

Not blocking since it's not consistently reproducible.
