794072 - create a base template for billboards

I talked with Rik and this is a followup to bug 793226 where we will just duplicate a previously created template for the mac billboard to fix the short term need for the new Mac billboard.

In this bug we will factorize the code across all the existing billboards so as that there is an extendable base template for all billboards.

That would be a question for release drivers, usually we put an upgrade dialog popup when we see that we have too many people on older versions of Firefox and want to incitate them to upgrade, in the past 6 years, we did it like once or twice a year.

Pascal: Seems like many people are confused on where the billboards are displayed and how users see them. Can you give us an overview of how this works?

The billboards are displayed in Firefox UI, in a XUL window.

Just to verify, all of the templates are the unsupported-Foo.html templates here:

I would support the base template creation, because I would love to get Google Analytics on these pages. The data would be helpful to understand the trends of these pages over time.

We should probably call the base template base-unsupported.html (to be consistent) and it should include GA code in the head. Then each billboard version can just extend the base template.
