We apply a check for "fmradio" at the DOM level [1], and should do the same at the hal boundary.
I doubt this is a high-priority target, but it's exposing direct control of HW to content so we should be conservative.

Should be working, but https://github.com/mozilla-b2g/gaia/issues/5160 is preventing me from testing all of the API.
