Steps to reproduce: - Start your b2g phone - Go to Settings -> wifi and disable wifi - restart the phone - Go to browser -> try to load a web page Actual result: - the page fails to load with a error saying it can not such the target url Expected result: - the page fails to load with the offline error message

This patch just ensure this.setAndConfigureActive(); is called once and so Services.io.offline is set at startup.
