Details

We want to look into adding telemetry for plugin IPC calls that take longer than a certain threshold, but *don't* end in being killed by the hang check. This would provide insight into how common it is for hangs to usefully recover after certain thresholds, and if our current hang timeout could be lowered.
The plugin hang UI in 805591 supersedes this
