Personally, Window generally has commands applicable to open windows and a list of all open windows. Nothing under a standard Window menu will open a new window. Almost everything under the current Tasks menu will cause a new window to be opened. There was a large discussion about what this menu should be named a long time ago, and I believe that Tasks was the best compromise. Not sure if mpt gets email by default for Browser General, so cc:ing him for any comments on this one.
I find this bug amusing (as a defence against finding it depressing) for two reasons. Firstly, because it shows that nothing has been learned from the bug 77258 (Search personal toolbar icon) debacle. Here, as in that bug, there is no detail of the pros and cons of the proposed change, there is no UI design process, there is not even so much as a posting to the m.ui group before such a high-profile change to the UI is made. And secondly, because the reporter of this duplicate owned the original bug for over a month (and commented in it three times), so he must have known that the original existed. *** This bug has been marked as a duplicate of 48748 ***

Dean: What we have learned from Netscape 6 and the actual RTM is that "Tasks" was technically the right term and indeed a suitable compromise, and I was personally arguing in favor of it as well as I am sure you remember. There was a smaller number of people then expected that used this menu. There are a number of precendents of other apps using windows to bring up functionality of the product or switch to another part, such as many MS and Adobe products, so this scenario should not be unfamiliar to our users. mpt: yes you told us so :-)
